Born on June 15, 1954 in Pavlodar city.
In 1976 he graduated from the Pavlodar Industrial Institute, constructing engineer by profession. Doctor of Economic Sciences, Academician of the Mineral Resources Academy of the Republic of Kazakhstan.
1976 to 1981 - Master of House Building Trust Factory “Pavlodarzhilstroy”;
1981 to 1983 - Instructor of Ekibastuz City Committee of the CPSU;
1983 to 1987 - Deputy chief engineer, secretary of the Communist Party Committee of Ekibastuzshahstroy Plant;
1987 to 1991 - Vice chairman of Ekibastuz City Executive Committee;
1991 to 1992 - Manager of Ekibastuzenergozhilpromstroy trust;
1992 to 1993 - Head Ekibastuz city administration;
1993 to 1997 - Head of Administration, Akim of Pavlodar Region;
12.1997 to 10.1999 – Akim of North-Kazakhstan Region;
October, 1999 to December 21, 2000 - Deputy Prime Minister of the Republic of Kazakhstan;
December 21, 2000 to November 21, 2001 - First Deputy Prime Minister of the Republic of Kazakhstan;
November 21, 2001 to June 13, 2003 – Akim of Pavlodar Region;
June 13, 2003 to January 8, 2007 - Prime Minister of the Republic of Kazakhstan;
January 10, 2007 to June 17, 2009 - Minister of Defence of the Republic of Kazakhstan;
From December, 2010 - Head of Environmental Energy Company;
2012 to 11.2014 - Minister of Energy and Infrastructure – a Member of the Board of the Eurasian Economic Commission;
On November 11, 2014 is appointed Akim of East Kazakhstan Region.
Has the following awards: “Barys” of the 2-nd degree (2004), “Barys” of the 3-rd degree (1999), “Sign of Honour” (1986); “Kazakhstan Respublikasynyn Tungysh Presidenti – Elbasy Nursultan Nazarbayev” (2012);
